TRAINING PROVIDERS AND PROGRAM PERFORMANCE SYSTEM

The Training Providers and Program Performance System is a comprehensive database that contains information on the training providers and the many educational and training programs they offer in the state.

High school and college students looking for education and training possibilities will find information about most of the colleges and universities, technical and community colleges, private business and technical schools, career learning centers, hospitals and other types of training providers. You will find information about tuition and whether or not the training program leads to a degree or certification.

If you are a worker and are looking to upgrade your skills, you can review information about education and training programs that might meet your needs. You can see if the length and the cost of the training program fit your schedule and budget.

If you are a WIA participant looking for a new career, you will find information about education and training programs that are WIA certified in the Education and Training area. You can also review the placement success of previous graduates of the training programs.

ENTERING NEW PROVIDER INFORMATION

How to Register as a Training Provider

There are six steps to registering as a Training Provider:

1. Complete the online registration form, supplying information for all required fields.

2. If requesting WIA certification, complete the WIA Certification Information section of the registration form. (Do not complete this section if you are not requesting WIA certification.)

3. Submit the registration form by clicking on the "Submit New Provider Information" button.

4. Program administrators will review the training provider registration form.

5. Program administrators will approve or reject the training provider for WIA certification (if requested).

6. A User ID and Password will be emailed to the Contacts listed in the application.

To register as a training provider, you must complete an application form and submit it the DLR for acceptance before it is published in the Training Providers and Program Performance System. All blue fields are required. To move from field to field use the TAB key. Do not use the ENTER key to move from field to field. Do not include punctuation with text in any of the fields, except in the EMAIL fields. Do not use dashes in the TELEPHONE or FAX fields. Do not use apostrophes or single quotation marks.

If you are requesting WIA certification, answer "Yes" and complete the WIA Certification and WIA Payment Information sections. If you are NOT requesting WIA certification, answer "No" and proceed to the Authorization section and submit your completed application by clicking on the "Submit New Provider" button.

Once you have completed all required fields and have clicked on the Submit New Provider Information button, your application will be reviewed by a program administrator for display in the Training Providers and Program Performance System. If you have applied for WIA certification, a program administrator will approve or reject your application.

When a program administrator has approved the training provider for inclusion in the Training Providers and Program Performance System, a User ID and Password will be emailed to the Admissions and Data Contacts listed in the application. Users must change their password upon first login using the "Change Password" option on the login screen. Passwords should be longer than 3 characters and are not case sensitive. The training provider may now use the ID and Password to register their training or educational programs.

MAKING CHANGES TO TRAINING PROVIDER INFORMATION

To make changes to the training provider information, you must enter your User ID and Password to login and then choose the "Maintain Provider" option. You will now be able to make the necessary changes to your information. You must complete the Reason for Change field and click on the "Update" button. Do not use apostrophes or single quotation marks. Use the TAB key to move from field to field; Do not use the ENTER key.

All changes made to Provider Information will be reviewed by a program administrator before they are displayed in the Training Providers and Program Performance System. You will receive an email indicating the approval or rejection of your changes.

ENTERING NEW PROGRAM INFORMATION

How to register new programs offered by the training provider:

1. Enter your User ID and Password.

2. If you are registering programs for more than one provider, you must select the appropriate provider from the list.

3. Complete a training program application form, supplying information for all required fields.

4. If requesting WIA certification for an individual program, complete the WIA Certification Information section of the application.

5. Submit the application form by clicking on the "Save New" button.

6. Program administrator will review the program application.

7. Program administrator will approve or reject the program for WIA certification.

8. Training provider will be notified via email regarding the status of the submitted program.

To add new programs you must enter your User ID and Password and login to the Training Providers and Program Performance System. If you are responsible for more than one training provider, choose the correct one from the list by clicking on the "Provider Code" button. Select "Program Information" to add new or change existing programs.

When adding a new program, be sure that it is not already in the existing list. If you cannot find the relevant program, click "Add New Program". Complete the application, making sure all blue fields are filled in.

Begin by entering the name of the program and a description. The program description may be copied from other electronic documents and pasted into this field. Choose the correct CIP Code from the dropdown box or click on the link to "Look up CIP Code" and browse the definitions. You may sort this list alphabetically be clicking on the "Cip Title" button. This system uses the 2000 edition of the Classification of Instructional Programs (CIP). You may download a CIP manual for your own reference at http://nces.ed.gov/pubsearch/pubsinfo.asp?pubid=2002165. If you need help determining a CIP code, please contact Melodee Lane at 605-626-2314 or Melodee.Lane@state.sd.us.

The Program Location Information section should refer to the physical address at which the program is offered. This may be the same as your regular address or it may be at a remote facility.

Program length is defined as the number of credit or classroom hours required to complete the specific program (e.g. 64). Select from the drop down credit hours (for academic degree granting programs, etc.) or classroom hours (for non-academic training programs, etc.). The Cost of Tuition is a numeric field representing the dollar amount per credit or classroom hour (e.g. 125); do not enter text in this field. Average Annual Cost is a numeric field representing the average cost per year, including tuition, books, fees, tools and other miscellaneous costs and excluding room and board.

If requesting WIA certification for your program, answer "Yes" and complete the remainder of the WIA Certification Information section. If you are not requesting WIA certification, answer "No", proceed to the end of the application and click on the "Save New" button to submit your application.

REMOVING PROGRAMS FROM THE LIST

To remove programs from the Training Provider and Program Performance listing, you must select the desired record and change the Status drop-down box at the bottom left of the page to "Inactive" and click on the update button.

ADDING USER INFORMATION

To add additional users to the system, you must login with your User ID and Password and select "Maintain Users" from the menu. Click on the "Add New" button and enter the necessary information.

The User ID must be a valid email address, such as: John.Smith@email.com. The Password should be at least 3 characters long and is not case sensitive. The Name should refer to the new user.

Click on the "Save New" button to add the new user to the Training Providers and Program Performance System for your institution/agency.

This function is designed to add additional users to the system; If you have a change in your Admissions or Data Contact Personnel, you must change that information in the Provider Information Section of the Maintenance Menu.

CHANGING USER INFORMATION

To change user information, you must login with your User ID and Password and select "Maintain Users" from the menu. Select the record you wish to modify and enter the appropriate information.

The User ID must be a valid email address, such as: John.Smith@email.com. The Password should be at least 3 characters long and is not case sensitive.

After you have made the necessary changes, click on the "Update" button to save the new information.

APPROVED PROVIDERS MAINTENANCE LOGIN

Enter your User ID and Password and click on the "Login" button to maintain your provider, program and user information and change your password. If you do not have a User ID and Password, you must first register as an approved training provider. If you have forgotten your User ID and Password, please contact Bill McEntaffer at 605-773-5017 or email him at Bill.McEntaffer@state.sd.us.

APPROVED PROVIDERS MAINTENANCE MENU

This is the Maintenance Menu for your institution/agency. You may select "Provider Information" to make necessary changes to your current provider data. To Make Changes or Add New Programs, select the "Program Information" option. Select "Change Your Password" to change the password of the user that is currently logged in. To Add or Modify User Information for your institution/agency, select "Maintain Users". When finished with your Maintenance Activities, click on the "Log Out" button to return to the Login Menu.

CHANGING YOUR PASSWORD

To change your password, delete what is currently listed and enter your new password. Your password should be at least 3 characters long and is NOT case sensitive. Click on Update to Save your new password. It is recommended that you change your password upon your first login to the Training Providers and Program Performance System. This action will change the password of the user currently logged in.

ADDING NEW USERS

To add additional users, click on the "Add New" button and enter the necessary information. The User ID must be a valid email address, such as: John.Smith@email.com. The Password should be at least 3 characters long and is not case sensitive. The Name should refer to the new user. Click on the "Save New" button to add the new user to the Training Providers and Program Performance System for your institution/agency. PROVIDERS LIST

This is a list of all the training providers in South Dakota and some surrounding areas that have been approved for display in the Training Providers and Program Performance System. To access this list, choose "Learn about Providers" from the main menu. You may filter this list to view only certain types of training providers (e.g. Four Year Colleges and Universities, Career Learning Centers, etc.), or to view only those in a particular city.

You may sort this list by clicking on the column headings. The list provides a link to each training provider"s website (if available) and the number of programs each provider has registered with the Training Providers and Program Performance system.

To view detailed information about each training provider, click on the record number beside the provider name. You will find links to the provider"s website, contact email, and by clicking on the address, directions to their location via mapping software.

A list of the provider"s training and educational programs are displayed, along with the type of degree earned, the Contact Phone number and WIA eligibility. You may click on any of the column headings to sort this list. To view details about each program, click on the record number next to the program name.

PROGRAMS LIST

This is a list of all the training and educational programs in South Dakota and some surrounding areas that have been approved for display in the Training Providers and Program Performance System. To access this list, choose "Learn about Programs" from the main menu. You may filter this list to view certain types of programs, programs offered by specific training providers, or programs offered in a specific city.

You may sort this list by clicking on the column headings. The list provides a quick view of the Program Name, Provider, City, Degree/Certification and WIA eligibility.

To view detailed information about each program, click on the record number beside the program name. You will find information about the training provider, including name, address, link to website, and admissions contact information. Detailed program information including, program name, description, type of degree or certification earned, type and number of hours to complete the program, tuition cost per hour, total tuition cost, average annual cost, prerequisites, WIA eligibility, program location and contact information, and financial aid availability.

The SD Department of Labor will also provide statistics regarding program placement outcomes and WIA performance information. The displayed values are the most current data available.

PROGRAM OUTCOMES AND WIA PERFORMANCE DATA

Number of students completing the program:

All who complete the program requirements and objectives.

Percentage of program completers/graduates who obtained a job:

The percentage of program completers/graduates who obtained a job is calculated by dividing the number of program completers/graduates with a job by the number of students completing the program. Completers/graduates are tabulated as having a job if they have wage and salaried earnings approximately two quarters after the program completion date. This data does not include the self-employed.

Hourly Wage for graduates with South Dakota jobs:

The average hourly wage of graduates working for South Dakota employers. The average hourly wage is calculated from employer surveys. Wage data for public training programs is tabulated from the South Dakota Follow-Up Project.

Average Quarterly Earnings for graduates with jobs:

The average quarterly earnings of graduates working for employers in any state. The average quarterly earnings are extracted from administrative wage records for South Dakota, other states and federal agencies.

PERFORMANCE DATA FOR WORKFORCE INVESTMENT ACT (WIA) PROGRAM COMPLETERS

Number of WIA participants completing the program:

All WIA participants who complete the program requirements and objectives.

Percentage of WIA participants completing the program who obtained a job.

The percentage of WIA participants who obtained a job is calculated by dividing the number of WIA participants who completed the program and got a job by the number of WIA participants completing the program. Completers are tabulated as having a job if they have wage and salaried earnings approximately two quarters after the program completion date. This data does not include the self-employed.

Percentage of WIA program completers still employed after 6 months:

The percentage of WIA program completers who obtained a job and are still employed after 6 months. The percentage is calculated by dividing the number of WIA program completers who obtained a job and are still employed after 6 months by the number who obtained a job.

Hourly Wage of WIA participants with South Dakota jobs:

The average hourly wage of WIA participants working for South Dakota employers. The average hourly wage is calculated from the South Dakota Follow-Up Project.

Average Quarterly Earning of WIA participants with jobs:

The average quarterly earnings of WIA participants working for employers in any state. The average quarterly earnings are extracted from administrative wage records for South Dakota, other states and federal agencies.
